The filters that stop abruptly are usually the ones you just need to pull toward you very hard, once they stop turning (counter clockwise) . They have an o ring that seals them making them hard to pull out.

You don't say what car or fuel system type.
The fuel system (filter) will not keep the car from turning over (cranking, starter turning). BUT:

It will keep the car from starting while you're turning it over. cranking.

The fuel filter is located between the fuel pump and the carb, throttle body, injectors whichever you have on that line. OR in the chevy carb the filter in inside the inlet to the carb where the fuel line attachs.

Ryobi CS30 - Stalls out?

Dirt or varnish in fuel filter or carburator. Change filter if there is one.

Flush out the carb with a varnish remover.

Open high speed needle valve 1/8 turn farther, then turn in while running until it just smooths out.

Remove lower panel at rear of washer, locate and remove large black hose fastened to bottom of drum.
Remove and clean plastic filter inside hose.
Please rate my solution.

at rear of machine, remove the small panel at bottom. you will see a large diameter hose going from bottom of machine to the pump. remove this hose at the machine end and the filter is inside. take out and clean. careful - water will come out is machine has not drained

you probably have something like a bra wire jammed in there. no option but to pull real hard with a pair of pliers.
smell is not caused by filter. often smell is due to using liquid detergent. after you have done filter, put on the hottest wash and change to powder detergent

Sometimes a bigger object might block the filter knob, and make it impossible to screw out. Then the only way is to remove the end of the sump hose attached to the filter and remove the stuck object.
(In my filter this object was an Umbraco key) :-)

Probably the pump or hose is blocked, remove the cover along the front bottom, of the machine, remove the filter and clean out, ensure the pump impeller is clear of debris and rotates freely.
refit the filter and try again.

Below the door, there's a plastic cover several inches tall, full machine width. Just remove it and on the right you'll see the filter. Make sure machine is unplugged. Unscrew the filter counter clockwise, clean it, check the pump blades and inlet for some foreign objects and screw filter back on.

Cleaning

lisbeth,
just looked at my 656E for you.
Remove the bucket, then look (up) at the lower edge of the front grill (where the top of the bucket meets it). You should see a thin plastic edge with a small plastic tab. That's the bottom of the filter.
Pull it down to remove.
