can you log into your wi fi router admin account ?
Can you try changing the channel from auto to say 3 channel numbers higher than the lowest channel number available . This is in case you have neighbors with wi fi that might be interfering with your wi fi signal .
You need to access your router IP page to change frequency channels, the default IP page address is 192.168.2.1.. Open a web browser and type that address into the url, that should take you to your routers IP page. There are many settings in there you don't want to mess with if you don't know what they mean, now scroll down to wireless settings after gaining access into your router. There you will find channel options, I'd pick channel 11 also if you have a smart phone you can download an app of the google play store called WiFi analyzer. In that app it will show you how crowded channels are around you, most are on channel 1,6.
Check with different channels. avoid interfence like microwave frequencies which works at 2.6 Ghz.
U can also change it to N mode or use MIMO(Multi In Multi Out) routers

By remote i suppose you mean your Wireless keyboard. if that is the case then simply log into your wireless router. All you need to do it to change your WiFi broadcasting channel. Go to WiFi or Wireless Lan setting and make sure that broadcasting is b/g/n mixed mode, then check what broadcasting channel is selected starting from 1 to 11/13, in case of extreme start or end make in middle like 6 or 7 and in case of any middle number like 6 to 8 make it either 10 or 3. By changing the broadcasting channel shall hopefully stop any interference with other frequencies.

Sounds like the Ipad is getting out of "readable" range of the WiFi signal. You might log into the router and change the channel to channel 1. If that does not work, try another channel. If no channels work, you will probably need a Wifi extender to get the signal upstairs and readable for the Ipad.
As long as the router isn't faulty? You may find that something is interfering with the signal, other radio units, Phones, other WiFi devices can "Swamp" the receiver, The fact that even right beside it still isn't any good, & unless you can "up" the power level, (sometimes you can, check your manual) Then I am of the opinion that it is faulty. Ensure you have the latest driver for your PC's WiFi. too.
You need to change the wireless channel on your router. I believe your router is set to Auto channel. Open the router's setup page by going to http://192.168.2.1 and look for wireless tab. Change the channel to 11 and save the settings. The reboot your router. It should't interfere with your cellphone now.
