Okay, so when I take a photo, the picture displayed back comes out white when its light outside, or if its dark with horizontal lines across it. So, when I view the pictures they're white or liney, more white than liney! All the photos when I take a photo with low light and no flash come out much lighter than it actually is, or again in high light its just white on the screen. However videos always come out just fine!

Hi you have very interesting problem. It seem to me just lens unit defective. What I can tell between camera picture mode work and video mode work are depend on how mechanical shutter unit and electro shutter signal work. It is kind of technical thing to figure them out. Maybe I am wrong, but I sure also. Thanks and best regard!

Hi (sorry if this is the second copy of this!). the problem is that when i take a photo in high light levels the photo is just white when i view it and when its taken. when the light level is low it comes out with lots of horizontal lines throughout the whole photo and is much lighter than the place i am actually is. If i turn off the flash in low light level it comes out lighter than the scene is, and if in high light it comes out liney or white again. However videos work just fine in all light level.

Now it become clear that you have specific problem. Your camera has defective shutter unit in lens unit inside. I will tell you how the little digital camera work in order to get a complete picture. When you press shutter button, There are two switch act (one is metering and releasing shutter.)
But right now your problem of white horizontal lines is because doesn't finished two signal in order to complete the picture. Only one signal has been processed that is why come out like that. However, like video mode doesn't have line, it has deferent way work as camera mode signal..Would you skype me then I will explain everything easy. I am available after 6pm usually.
    thank and best regard!

How can I view video files on any website I access, please?

Try with another browser. Or else you can use spyme tools, to understand where the video file get saved on your machine, take it from there, (usually it will be a .tmp file). Rename it to .flv or so, and then play it with VLC. But first check your flash settings and try opening it on different browsers.
