You will need a small philips head screw driver and a Digital Volt Meter for this.
Unplug your set and take the back off
Plug the set back in and turn the set on
Now with your meter find the test point on the power supply that says VS. If you cannot find it, you can measure it at the plug of the board.
Make the sure the voltage matches the sticker that is on the panel. It will say VS. If it does not match, find the VS adjustment pod and adjust the voltage to match the sticker. If the voltage already matches, it is safe to raise 10 to 15 volts. If the picture starts to clear up, you are going the right way, if it gets worse, you need to adjust the other way. If it doesn't change at all, then odds are you have a bad panel.
