SOURCE: Proper Gaggenau EB294 Oven Terminal Block to Cable Harness wiring

If its brand new, most possibly the electrician did not bridge the mains connection.
It sounds like an installation fault.

There is usually a jumper between 1-2-3 on the L connection on the mains, and a jumper between 4-5 on the N connection.

Have a neff t1213xo, what does black grey and brown wires stand for?

You have an hob with European three phase at 220volt mains wire connected.
You need to to disconnect from mains connection box on hob and fit conventional British brown, blue and green/yellow.
Inside the connection box you will see three live terminals,(L1,L2 & L3) there are usually some brass links to join them all up and then attach brown core to one of them. If the links are not there then you will need to fit 2.5mm links from a piece of wire.

Zev6240fba only two rings working

The Zanossi zev6240fba comes with a bridge which is needed to connect the two live terminals. If only one terminal is connected, only one side will work. The bridge is 'stored' in the electrical box next to the terminals.
