One bad lead can cause a computer to continue on a cycle to shutdown or fail to detect a hard drive

Test all leads that attach to your hard drive including electrical extensions,IDE,SATA

the leads from your "((MOTHERBOARD TO THE HARD DRIVE))" make sure they have a secure connection and are not faulty or just replace them they could be faulty
make sure all leads that are attached to your drives dvd\cd 3 1/2 inch floppy have secure connections and are not faulty even the electical extensions or just replace them they could be faulty a computer needs its connections to continue its cycle and have an end so any faulty leads will end up with a computer error hope this helps
if this fails to fix the problem
or it might be your graphics card make sure its securely seated and there is no dust built up
on and around the graphics card hope this helps

You mention a VGA cable so I assume its a stand alone monitor for a desktop PC.

It can be repaired,this fault is usually indicative of a capacitor, maybe two or three bursting in the

a) Power supply.
b) Back Lighter.

C) Inverter.

As its 6 years old, I would suggest replacing would be the most cost effective resolution.

HP L1706- screen is blank when I switch on

First if you have a extra monitor try to plug it in and see if it works. If not then check your video card. or get into the computer and try and remove and reseat the memory. Sometimes by just doing that can solve the problems

hmmm..sounds like a sleep or screen saver conflict...try booting up on Safe mode(F8) on turn on, and then see how that works. Set your screen saver for Never, and see what happens.

You may be hitting a thermal issue with your video circuitry.
