Question about Westinghouse LTV-32w4 32.02 in. LCD HDTV

I have a Westinghouse LCD television with built-in DVD player; model LTV-32w4-HDC that has sound but no picture. The backlight is dead and I have checked for any visible signs of bad or damaged capacitors, loose solder connections, and blown parts. The backlight inverter board is a CMO 1320B1-16A, so the pins I am making reference to are on the cable connector labeled "CN-1" that is on this board. I have measured the following voltages at connector CN-1 (on the inverter board) with the set turned on and a DVD playing: Pins 1 through 4 (VCC) all are at 25.00 volts Pin 11 (SEL) is 0 Volts Pin 12 (E-PWM) is 0 Volts Pin 13 (I-PWM) is 1.016 Volts Pin 14 (ON/OFF) is 3.33 Volts Now, if I disconnect the cable going to CN-1 and measure the voltages at the end of that cable, they are still the same (so I know that the inverter is not loading down any of the voltage sources). I am considering replacing the backlight inverter board; however, before I go out and replace the inverter, I want to know for sure if the measured voltages listed above are correct. I have noticed, however, that the electrolytic (TAICON) capacitors C2001, C2005, C2006, C2015, and C2031 are warm to the touch (these are located at the top of the main board) when the set is turned on and a DVD is playing. Can anyone verify if these voltages as measured are correct? Also, if the electrolytics are getting warm, is that normal, or is this a sign that they are bad? Thanks.

    OK, but it will help me a good deal more if you could please tell me what the voltages or signals on pins 11 through 14 (SEL, E-PWM, I-PWM, and ON/OFF) should be so that I could understand what my inverter needs to turn on and what the main board is not supplying. Replacing the main board or the inverter is a last resort with my finances; replacing capacitors is cheaper if this is the problem. Thanks

    Hi, I have been trying to get the voltages required for my inverter board to turn on, but no one yet has been able to provide this answer. I need to know specifically the voltages on the pins SEL, E-PWM, I-PWM, and ON/OFF (these are pins 11 through 14 on the inverter, and not just that I need to buy a new board!)

    Thanks for your time and insight; I was thinking of replacing the caps, but just needed to know from someone other than myself that my hunch was correct on the heating up of the caps. More than one of these get hot on the main board, so I'll start there. Great job, and thanks!!

I am a TV repairman and I have repaired TV's almost everyday for the last 30 years. And I know from experience that if an electrolytic is warm on the top of them that they are starting to go bad. My suggestion is this: Take the one's that are warm out and if you have a capacitor checker, check them to see if they are weak in capacitance. If you don't have a checker the best way is to replace them. It will be worth the effort to find out. I very often, take capacitors out of a spare board (not the same) and use them. I am assuming you are referring to the power supply as the main board. The capacitors that are in line with the voltage to the inverter is 24 volts and they sustain the voltage and keep it up under a load to light up the backlight. You could look and see that some boards put the voltage by the pins on the connectors and this may help if it does in this case. However, the inverter has switching circuits to produce the high voltage to the transformers on the inverter to light up the backlight and if they don't turn on then no backlight. Inverters are highly intergrated so replacement is best. Also there are fuses on the inverter labeled F1, F2 etc. Check them for continunity. It the fuses are open then you for sure have a bad inverter board.

If the capacitors are running hotter than usual then its certain that they are damaged. It will actually more economical and time saving to spend 40$ to replace the board. I suggest that you go ahead and replace the board

Good day!

OK thanks for the all information and voltage checking you done.Because of that it makes easy for me to determine the exact problem.

If the inverter board has at least 24vdc or 25vdc and no output reading.The problem could be the inverter board.please replaced it.

The pins 1 through 4 (VCC) is normal because the inverter is not function if the inverter is good and function properly the VCC is down to 24vdc its normal.
The other pins is not normal because the inverter board have no output (defective).

The capacitors you mention is warm because of bad inverter again so if you replaced the bad inverter the capacitors are turns in normal.

I'm very sure that inverter board is defective (100% sure).

If back light on inverters used are good---most likely a problem with the main board that controls all information and the screen as well.

Hi Mouse999. From reading a bit, it seems that there's no region free hacks for the built in dvd player in that specific model. A solution for you, would be to purchase a standalone dvd player, one that is region free or one that has a region free hack available, and to connect it to that tv. If you're in europe and your tv is pal, you also need to have a dvd player that will read both Pal and NTSC video dvd's ! If that doesn't help, please be more specific, i'll be glad to help. According to your complaint post, the fult is due to its DVD mechanism itself. It will be best to replace the DVD tray mechanism [ plastic made one]. You can bought it from most of the electronic spare part shops at your town. But the model fitted with Westinghouse will be very difficult to get. Anyway try to get it. The fault is with loading tray mechanism itself. OK.

My Westinghouse LTV-32w4 HDC has went green. Sound is perfect, but the screen is solid green. Doesn't matter whether it's the cable box or the internal DVD. It's solid green.


The Tuner signal board is dead.The Tuner signal board,that the board,where the incomming broadcasting signal plug into it.Tries websites like Shopjimmy.com,Ebay.com to buy a refurbish Tuner signal board for the replacement.

My westinghouse flat screen tv - i turn power on picture comes on for a few seconds and goes black - sound still works - any suggestions?


The tv have 1 or 2 long boards call the LCD inverter boards are dead.These 1 or 2 long LCD inverter boards help the LCD screen to have a backlight to produced a picture.Tries websites like Shopjimmy.com,Ebay.com to buy those 1 or 2 long refurbishes LCD inverter boards for the replacement.

First you would have to get a service manual, this shows you all you need to know about the unit. Without it, it is very difficult to even remove the case. but once inside, it is basically a simple task, to find the drive, remove the fastenings, and the Cable, obtain an EXACT replacement HDD, and reverse the procedure, it may pay to format the HDD first, FAT32, I believe, although your manual will be more specific.

I have a 32" TV/DVD combo westinghouse LCD TV. When I turn the TV on I get no picture. There is sound. DVD player does not show picture either, I have sound but no picture.


This is a backlight or inverter Problem. Based on the model you have, I am guessing the inverter is defective.

Inverter is defined as the board in the TV that supplies power for the flourescent lights inside the LCD TV that provide backlighting for the TV's Display

You need a T-con Board and I have that one for $80.00.
I reclaim working components for TV damaged in shipping or returned for other reasons. Simple repair for any body with a Philips screwdriver. NO special tools needed.
