I have a Panasonic VCR (DMR-ES35V) and when you insert the tape, it does not thread the tape across the video head. The tape runs for a moment and then ejects.

There's either damage in the drive section, or more likely and in some cases "plus" the Mode Switch is set in the wrong position or is faulty. The mode switch tells the electronics what position the VCR mechanism is in. Such as play or fast-forward. If in the wrong place it will carry out other functions - such as eject - in your case.

VHS Tape won't stay in compartment

Going to have to look inside but expect to find that tape is not going all the way into position and having the tape pulled out and up against the drum with the video heads.

If it does not fully load a transport problem exists--drive idler and or belts.

Faintly possible also is something that does not belong inside got in past the door and is jamming it up.

I took out some 2001 9/11 taped back then. Inserting them the TV message was CLEAN VIDEO HEADS. I don't know how to do this. Are the video heads on the VCR or on the video tape? What would i use to...

You can purchase a VCR cleaning tape that will do the job. However the best way is to buy a can of Servisol Video 40 (small one will do and it will last a long time) then remove the top cover of the VCR. Spray the VCR heads. Shinny Silver things and any moving parts that the tape touches. If your not certain what to clean, with the cover off insert a tape and press play. Remove the tape and spray small amounts on the surfaces. If you can see a lot of dust you can wipe the heads etc with a cotton bud. A VCR housed in a smokers house will need extra work to get it clean. Once dry you can test a tape. If you see flecks or spots the VCR will need further cleaning.

Panasonic model pv-4351 insert tape, press play, vcr shuts off

Any number of problems can cause this. One of the biggest culprits is the mode switch. These tell the electronics of the VCR what position the VCR is in. However if part of the mechanism fails (could be anything) then a false position will happen and the Electronics shut the VCR down when this happens. Nevertheless the mode switch can be the cause of this itself, by having dirt in it or being worn out. Sometimes a spray of Servisol Video 40 on the switch will clean it, but it won't do anything about a worn switch or one that is out of position caused by damage to the mechanism elsewhere. So check for damage, then spray!

VCR plays 15 seconds, TV shuts off. Same without tape inserted

Sounds like a typical Switched Mode Power Supply fault, or an internal thermal fault that is shutting down the power supply, over & over. Really you need to get it serviced. You need to get a firm "Quote" for repair, remember these days repair can often exceed replacement cost.
