You need to remove the small c clip that is at the center of that plate. They sell a small tool that depresses the plate, or you can make one. I have one I've made about twenty years ago and it still works. Use a 1/8" piece of flat steel about 3/4" wide and drill a hole in the center that the column shaft can just pass through. Drill a hole on both sides of the center hole and thread them to accept a quarter inch bolt. You place it over the column with two 1/4"x2" bolts extending towards the plate and put the column nut over it. Then, tighten the nut and it will depress the plate so you can remove the clip.
If you don't have a thread tap, you can put a nut on both sides of the plate on each bolt.
There's a special tool that is available at most part stores or tool rental stores. It's used to press down on the plate allowing it to be released.
