If your water heater is leaking from the bottom, and you are sure that it is not coming from anywhere else, then the tank is most likely rusted, and will need to be replaced.

Yes, you have to shut off the gas going to the water heater. There should be an inline shutoff around it. Otherwise your going to be leaking a lot of gas which is very dangerous.

Depends on source of leak: If gas water heater is leaking from bottom, then heater must be replaced.

Absolute best solution for Tankless water heater is to replace whole thing with tank-type water heater and quit spending money fixing an old computer with multiple sensors that is connected to your water pipes, electric line, and gas line, that is connected to a gas burner with vent pipe to outdoors ... As if each of these systems doesn't have a load of problems on its own without a computer chip.

Otherwise, I do not have a source of information that is better than a service manual.

1) Bad gas control thermostat, or thermostat has come out of calibration, or water leak running hot water out of tank.
Turn up temperature.
Replace gas control valve.

I have had this problem with a couple of MOR-FLO AMERICAN gas water heaters. What I would suggest is first make sure that combustion air inlet screen on the bottom of the heater is clean of all lint, animal hair, etc. Also clean the screen around outside of heater base, not every installer uses this screen.
Next check to see how thermocouple is positioned in burner compartment. If it is touching the bottom of heater then try to reposition it so there is a little clearance.
Check height of flue through roof and position relative to other roof structures. With these sealed combustion units I have had problems with the pilot light blowing out due to wind speed and direction. I have fixed this problem a couple of times by raising height of flue pipe one or two feet. I hope this helps you. Thanks
