This sounds like a boot stall (program freezes on start-up)
First things first, turn off all power to the unit and everything it is interfacing with.
If this is not a boot stall, then it is possible somebody has entered a programming mode and it is frozen there. Try reboot here as well.
If this does not help, more info is needed, such as. What was the most recent activity having to do with this equipment. was there water splashed on this device? were there any recent modifications to the device.

It is most likely not a bad reading on the on the display.
One culprit of a false temp reading could be:
If the temperature sensor is installed after the heater and the circulation pump is clogged or failing, this would allow super heated water to reach the temperature sensor and give you that reading. However, most pool/spa heaters have a high limit switch that would shut down the heater @ 150 degrees F. So this is also unlikely.
The most reasonable answer is to replace the temperature sensor.
If you refer to page 22 in this manual http://www.jandy-downloads.com/pdfs/Allbutton_manual.pdf
you will see that the temperature sensor is installed on terminals 5 and 6.
Trace these wires. They will goto a thermowell (which holds the temperature sensor) either in the pool plumbing, or to a temperature sensor in the heater itself. Temperature sensors when in the heater are located typically above the inlet/outlet header. There will be some disassembling required to access it in this case.

make sure pool is full of water
check skimmer weir doors and make sure not stuck in up position
fill pump basket with water and try to prime
if that doesn't work
replace diffuser oring

Yes, you can just replace the board.
There are internal signals generated by the cpu board that open and close your aux relays.
With this type of failure (multiple aux's tripping at same) it is always just a board problem.
You will want to recheck all the wiring before installing new board to ensure that a short is not being created due to a bad connection.

6700 REV C is usually the control boards and in rare cases the wiring between the two. Here is a post to troubleshoot http://goo.gl/4Hp7k. It also points to www.fixyourboard.com. Bottom line, don't buy new, get them fixed.
