Question about Samsung TXH1970 TV
There is some short circuit in the secondary side of the switched mode power supply section inside the circuit board. Now only the 5VDC is correct, as you see the standby light ON. The short is likely to the horizontal output transtor. Replace it first and see whether it helps you. If not line out put transformer is faulty, and should be replaced with same type and number..If any internal short occurs, the power supply protection system will activate, and shut down all other secondary power supply rails, as a protection to prevent further damage to more components, This is happening in your TV now. OK
