How am i supposed to get my child in the car seat when in the rear facing position the seat belt straps are around the sides of the car seat

The belt should run under the car seat not over it or on the sides. Take the car seat to an inspection station and have them install it properly. www.seatcheck.org

I purchased cosco car seat model #22491-AOL and there are no straps/ harness. Am I just suppose to use my car seat belts to restrain the car seat. It does have plastic under head piece to put I guess car...

Yes, this car seat is a booster seat rather then a harnessed car seat.

The requirements are 30-100lbs and 34" to 57".

It's generally recommended that boosters are not used until 5-6 years old when the child is able to sit in proper position in the car on both long and short trips after they have outgrown their harnessed seat.

Do we have to use the graco car seat fixing base in the car as it doesnt actually fit behind my seats and couldnt we just use the actual car seat on its own as long as it is held in with a seat belt etc,is...

You can use the base or just use the car's seat belts to hold the car seat in place. Make sure it is tight. Download the instructions from Graco or it should be on the side of the car seat on a sticker.

Need a car seat manual

Types of car safety seats at a glance
The chart below is a quick guide on where to start your search. However, it’s important to read more about the features and how to use your car safety seat.
Age Type of Seat General Guideline Infants Infant seats and rear-facing convertible seats All infants should always ride rear-facing until they are at least 1 year of age and weigh at least 20 pounds. Toddlers/Preschoolers Convertible seats It is best to ride rear-facing as long as possible. Children 1 year of age and at least 20 pounds can ride forward-facing. School-aged children Booster seats Booster seats are for older children who have outgrown their forward-facing car safety seats. Children should stay in a booster seat until adult belts fit correctly (usually when a child reaches about 4' 9" in height and is between 8 and 12 years of age). Older children Seat belts Children who have outgrown their booster seats should ride in a lap and shoulder belt in the back seat until 13 years of age.
