It's likely that the lamp that brightens the screen is failing. Honestly, it will probably cost you more to replace the lamp than just to buy a new monitor. LCD monitors are not too expensive these days, and repairs often cost a lot more than it would seem like.
There are a large number of similar-size screens (20" widescreen) available for under $150 USD. Since any repair would require finding a lamp for your exact screen (which is no longer in production), a repair would probably cost you $200 USD or more.
