I would contact the rental yard first so that you don't have to pay for non-use. I am not aware of a safety so I would try another outlet and if still nothing I would take it back and tell them that you could not use the tool. If you give me the model number I will find a manual to double check for you.

check that the 2 controls are in the correct position for hammer /drill or just drill. Other than that you may need to have the hammer action lubricated or repaired.

They can be defective, but usually not. It is usually something that is plugged in that will not operate on the arc fault circuit. Brush type motors are bad as they are actually arcing at times. Unplug all devices, and try to find the culprit. These are for your safety, and once you find the problem devices you should be fine.

Removal of flywheel from briggs and stratton 4 cycle engine 3 hp

Without the $100 flywheel remover that briggs will happily sell you you can do the following.
First you will need another body to help, two if available
2 pry bars or large screwdrivers
A air hammer if you have it or a large hammer if not
Loosen the flywheel nut until it backed off til the nut is just barely one thread or even with the shaft. Now put your pry bars behind the flywheel on opposite sides. Have someone provide constant pressure (don't be too forceful the block is made of aluminum and can be damaged). Now hit the end of the shaft with a hammer or air hammer (the nut is protecting the shaft threads) with medium power. With a few careful hits the flywheel should pop right off.

If you run into trouble or are unsure of something in this proceedure please ask.
