look on the instruments for a red button. press this button at the same time you press the red button on the front of your wii console. this should sync the system to the controllers. (the guitar should already be synced since you plug the wii remote into it, but do it anyway)
I dealt with Beatles Rockband Wii on 2 systems with 2 different configurations.
Wireless Drum kit configuration. The Drum USB Transmitter has 2 additional USB ports, that allow Guitar/mic to be connected, plus there is the remaining USB port on the Wii
Wired Drum kit comes with a 4 port USB hub, connect the hub to the Wii, and connect all instruments to the USB hub.
The Wii will only allow 4 controllers connected at once. So if you have multiple Wii Motes, then you may have to disconnect all but the one used for the Mic player (Press 1 on the Wii mote to unsync or remove the batteries)
you need a wii remote for each instrument and the microphone. you need one remote for the drums, one for the bass guitar player, one for the guitar, and one in close proximity to the microphone user. you have to set a wii remote near the microphone once the microphone is plugged into the USB port in the back of the wii console. i think there is something like a 10 foot radius meaning if the wii remote is too far from the microphone it will disconnect. so you can do only one instrument per wii remote you are using.

The drums are blinking because the drums have not found the wii. The blinking means that they are still in pairing mode. With the drums you may have gotten a small usb box that you plug into the wii with a small black button on there. Shut the drums off and then turn them on again. When you turn the drums on, press the small black button on the usb box so the drums and the box are both in pairing mode so they can find eachother. Hope this helps!
I hope this isn't too simplistic. Here are my suggestions, though. Try disconnecting everything from the console. Then, plug JUST the drums into the back of the Wii. When the game starts up, be sure to press the + key on the drumset, not the Wiimote. If that works, then just remember the following:
Red drum = "B" button (back)
Yellow drum = "Up"
Green drum = "Down" (both of these to select menu items)
Blue drum = "A" button (select)
Remember that once the game loads, don't use the wiimote. If you use the drums to navigate to solo play, you won't see the guitar. Same with the guitar.
If it works by itself, then try adding the hub, then the guitar receiver.
You would need an adapter that not only runs at 120 or 240 volts, but also one that OUTPUTS 120v. The Wii may have some kind of protection in it if you're lucky (most people don't hook up US Wii's to 240v). But if not, you've killed your Wii. Check the adapter, if it has a fuse that's removable you should see a (usually) circular cap kind of thing on the brick you can unscrew and pull the fuse out.
As for what you would need to purchase, it would be something like this: http://www.amazon.co.uk/Step-down-voltage-converter-240V/dp/B000L99ZJ2 would work perfectly. The Wii only draws at maximum 30watts and this unit does 100. Your TV on the other hand would need a higher wattage unit.
to use the mic plug it in a usb port (at the back of the wii) / for the guitar there should be a cover at the back that u take off and plug the wiimote in and for the drums there should be a slot in between the simbles unclip it and plug the wiimote in.

press green/A on quickplay and click on training>tutorials and there u should learn how to play the game.
