If it worked before changing the ink-cartridges, then it probably is _NOT_ a case of "clogged" ink-jets in the print-head.
Did you remove the plastic "sealing" tape from the new cartridges, before you installed them?
If not, then no ink can leave the cartridge.
Which model of HP printer? Maybe, you got a "dud" of a new ink-cartridge.
Take it out.
Take an old, thick, section of newspaper, and lie it flat on your table.
Dampen a paper-towel, and put it onto the newspaper.
Touch the ink-cartridge to the paper-towel -- it should "bleed" some ink onto the towel.
Not much ink, but the newspaper is there to protect the surface of the table.
If no "bleeding", then the ink-cartridge is the problem.
