If you can access the bios (pressing F8 key at start up), try to access your BIOS and locate in the setup that says "load defaults" and then enter "yes". restart your PC.
If still the same, the operating system is corrupted and you need to reinstall the operating system.
Or if you have a recovery disk, use it to restore factory setting of your computer.
