There is no way to 'download' arabic to your phone but it may be possible to have it 'flashed' with a different language pack.
The reason for this, is that phones come with a set language pack depending on which market/country the phone is sold. For example, if a particular phone is destined to be used in Europe, it will be preloaded with a selection of languages that are common to the European market.
As your phone does not have Arabic language, it means that it was intended for a part of the world that does not use Arabic. You cannot add additional languages to the phone by yourself.
The only thing you can do is enquire from the Nokia Service Centre as to whether they have the capability to change the entire language pack by reflashing the preloaded software to one that includes Arabic.

This is not a hardware problem! You're phone has grabbed a oneway voice channel. Report it to your service provider. They probably hv a bad t1 in traffic. (a t1 provides 24 different voice channels for conversations) It's quite possible you keep hitting the same t1 but a different channel.
