The Moen faucets have an anti-scald valve inside. Sometimes new ones get stuck and never operate correctly. Sometimes if you don't use one in a while (> 6 months) they can also get stuck.
If you are the original owner of the home (Facuet) you can call Moen and get a replacement part for free (unlimited lifetime warrenty on parts). Their customer service will actually stay on the phone with you while you replace the part if you want them to.
Call the 800 number for moen and they will take your information and get you the part. When it arrives, you can do it yourself (drawings are not very clear from my opinion). Or they have talked me through the replacement.
