How to eliminate the static in reception? When I touch or hold antenna it's clear; but can't do that all day!

Is the static there all the time.. I.e noise from external source such as a motor or possibly LED lighting.
It's better to eliminate the noise at source. Try turning power off one breaker at a time.
Another option is to run the radio on a battery to see if the noise is mains related.

2c engine chucking noise like its out of timing.

When the fault diagnosis for engine noise is too big, should first eliminate noise caused by the attachment, such as produced by air compressor and the power device, don't put these mistaken for the noise of the engine noise. Remove the accessory drive belt to eliminate noise caused by these devices. Noise will spread to those who have no problem on metal parts. So use the stethoscope will help determine the position of the engine noise.help you diagnostic tool

I have 2 pipes one is at the back of the tank its pouring petrol out i thought it was just a breather

More likely a carb overflow pipe. (You should be able to track the pipe back to a carb to confirm this guess. If I'm right, you probably have a problem with the nedle valve in a carb sticking.

I would suggest: Remove carb, remove float chamber, take the pin out of the float himge, remove nedle valve, wash all in clean fuel, blow dry, reassemble.

TS-450S Noise Blanker, No 1 & No 2 neither has any effect on noise

The noise blanker settings on the TS-450S (and S/AT) are true noise blankers and should not be thought of as a DSP device or something that they are not, like a notch filter or IF shift and etc. They will do a fine job of eliminating ignition noise as well as eliminating the electric mixer or blender noise from the kitchen...... however they will not remove static crashes or quieten those atmospheric noises on 75 meters during summer time thunderstorm season activity.

Hope this helps!
