Just managed to fix key loudness problem on my sister's HP-2E after talking to the local Roland Service Center. Basically I had to remove all the rubbery strips under the keyboard, clean them and clean all the contacts on the keyboard PCBs with CO contact cleaner. Not a trivial procedure - 80 or so screws to remove and replace and a lot of parts.
It has completely solved the problem (apparently its not unusual on any keyboards). A roland service center can fix this as well however it is pretty time consuming so they will charge you. They can also sell you replacement keyboard contact strips if cleaning them doesn't work. Hope this helps
