My screen shows:we apolojize for inconenience,but window did not start successfully.a recent hardware or software change might have caused this.every time i press START WINDOW NORMALLY,it go back to this screen.my wife's niece did something

Do a system restore to before you niece made the changes. The steps are outlined at the link below.

It sounds like a software or driver problem.
You could try running Last Known Good Configuration and see if rolling back to a known good will work.
This video will help you to run last known good configuration, it shows Windows 7 but if your not running Windows 7 all the versions of Windows run last known good config in the same way.

did you recently install a new hardware ?
did you recently install a new software?
if you answered yes to any of these questions above you need remove it.
therefore if you installed a new hardware safely shut down and remove cables and remove hardware.( if it is hardware the hardware is not compatible with windows)
if it a software boot in safe mood then uninstall software. ( to boot in safe mood, press F8 while computer in turned on )

If you added any exta hardware means kindly remove it and boot the computer
Then you try boot by selecting the option of Boot using last known good configuration.
If the boot is successful then you can boot later booting without any problem.

If boot is not successful and this problem is happened after installing any software or driver software means boot in safe mode by pressing f8 key and uninstall it

My acer ast650 refuses to start, it boots up goes to this blue screen where it shows del and f12. it then goes to another window that displays black a message comes up saying that windows did not start...


Try booting into safe mode, it should give you
that option, if it doesn't boot then, you'll
have to do a fresh install of windows,as
your system files ergo, boot.cfg have
been corrupted...

You can try to select safe mode and do a system restore (Start-all programs-accessories-system tools-system restore) choosing the date when your laptop was working properly. If you are using Vista, you would see if you had a Windows Update or other such software changes. It is like undoing that but there would be no changes with your personal data. If your laptop works faster after that, please do not have the same software or update again. Hope this helps. Thank you.

You should opt Safe Mode:
  • On the black screen just navigate throug up and down arrow keys.
  • Goto Safe Mode and press enter.
  • It will boot your system in safe mode.
If the boot is success full:
  • try to remember any software or hardware you recently installed/change. Then remove/uninstall that software/hardware. Also remove some device driver like Video/Audio driver and make re-start. and try to normal boot. If success then install your audio/video.
If no success then I think its time to re-install your windows.
