Yes that is fine. Your motherboard controls the speed of fans connected to its case, cpu pinouts. Fans have ratings as well and default RPM specs that determine their speed.
Not to worry as long as the fans are turning you should be ok. If you are uneasy, fans are really cheap to buy. (9-$18) is all you need to pay for one.

If the fan is plugged into the other board then the fan runs based off of what the temperature is on the processor. The Motherboard knows how to control the fan speed. If you run a video game or something that is very processor intensive then it should speed up to keep up.

If it is merely plugged into a molex connector then it is merely getting a constant supply of 5volts (red wires) or 12volts (yellow wire).

Why won't it continue burning more than 15min.?

If this is an electric heater it may have a blower/fan behind the heating elements. If this fan fails to run at its normal RPM than the heater is likely to overheat and shut down It may take a few minutes if the fan is turning but slower then the normal speed.

A really loud fan can be one of two things - neither is very good to have for very long. Most newer motherboards support multi-speed fan operation based on CPU temperature. This keeps fan noise at a minimum because the fan only has to run fast (and loud) if the CPU exceeds a specific threshold temperature. The loud noise could also be from a fan that is starting to fail and is binding, thus running slower than normal. Either of these conditions is indicative of a problem that kills PCs - heat. Open the case and carefully examine the heat sink fins and the fan on the CPU. If they are caked with dust (especially the fins), then the CPU will likely overheat and shut down. Get some canned air designed for cleaning electronic components and blow the dust from the fins and the fan. Restart your system a see if the fan runs slower and quieter now, Machines that are in dusty environments, around smokers, or placed on the floor are especially prone to dirt buildup. Periodic cleaning with the canned air is the way to keep your PC happy and healthy.

My cooling fan on a 2006 Jeep liberty 3.7L runs slow. You can even stop it while engine is running. Is this normal or do I have a problem?

Probably not.
The fan clutch uses oil to regulate the speed of the fan depending on air temp.
The hotter the air the faster it should turn. The faster the engine speed the slower it turns.
At idle in normal air temp it should be too firm to stop with your hand, which is pretty dangerous by the way.

Fans run at high speed for afew seconds then the computer boots up normally and is running quiet

I would consider having here the unit opened and all the dust inside blown out--if a lot of dust fans will slow and even make the computer run slower.

It is amazing how much dust will be inside one of these units but it does happen.

What is the tempeture the slower fan is supposed to turn on at my fans only turn on a 212F and its both

Your question is very confusing. I do not know what you mean by slower fan or the term "it's both" The cooling fan for the radiator only has one speed. It comes on at around 212 degrees which is normal. If you have 2 cooling fans then one will come on anytime the A/C is running. The other one comes on to help keep the engine temperature at around 195 to 200 degrees. The boiling point of coolant in a closed system under pressure is higher than 212 degrees.

Ceiling fan runs great but when I turn the light on it turns much slower and light is very dim. the fan light combo is wired to a dimer swith any sugestions

This sounds like a normal condition. There is more load when you start the light and running through a dimmer, I would expect what you describe as the load in increased.

Tower fan runs continualy

It depends on the fan. Most built-in fans can have their speedaltere by the motherboard, if they are connected to it. If they are hooked up to the power supply, they will always run on maximum speed. I they are on the power supply, try attaching them o te motherboard. There's also a lot of fans that are set to one speed, for example 2000rpm, and they will never go faster or slower than that. The only way to get them to run slower is by using a fan controller. I hope this answers your question, Yannick.

Cpu heat

Overheating is a common problem with laptops, and usually a bit of preventative maintenance is all it takes to keep it alive. The bearings on those fans are pretty durable, however dust (and especially pet hair) can build up and slow it down. The motor may still be good, its just that the fan blades are stuck.

Blow some air in the vent OPPOSITE the direction of normal air flow (In most cases it sucks from the bottom and blows out the back/side) and if you see dust bunnies, your doing good. Be THROUGH! Especially if you smoke in your house, this causes the dust to become brown and sticky. = )
