Try to check the video settings of your flat panel TV if vga is properly selected. If your VGA wire is connected on your TV you need to select the VGA settings for it to properly work.

Example of a VGA connector (Port), and a VGA Cable,

http://en.wikipedia.org/wiki/VGA_Connector

Scroll down a little for an example of a VGA Cable.

You can use a CRT type of monitor, (Looks like a small TV), or a flat LCD screen monitor if it has a VGA cable.

Yes. You can also connect an HDMI cable to it, and HDTV with this capability.

Turn the monitor on. If a CRT type allow it to warm up.
Turn the laptop on.
By factory default settings the display should show on the external VGA monitor.

If not;
There are at least 3 display options;
1) Internal monitor of laptop ONLY
2) Internal monitor of laptop AND external VGA monitor.
3) External VGA monitor ONLY

Press, and hold down on the Fn key. At the SAME time tap once on the F5 key. The F5 key is the Display Toggle-Over key.

I JUST CONNECTED THE PC TO TV WITH VGA TO RCA CABLE BUT PICTURE WON'T COME ON THE TV SCREEN

Make sure that you have the correct display mode selected. While many connections like a VGA to VGA connection will automatically detect, I don't think a VGA to RCA adapter will. Go to control panel/display and see if your computer has detected the second display.
Also make sure the RGB or RCA is selected as the input source on your TV.
Once these are both set correctly you should be in business!

My monitor keeps going to sleep & can not get computer on. What's wrong & how do I fix it ?

it could be the monitor VGA cord is not properly connected to the PC and the VGA Port on the PC is faulty. Try use the monitor on another working PC and see if the monitor displays, if it displays then your PC VGA cord is bad or the display resolution in the PC is too hight. Or if the monitor does not gives the same problem, replace the VGA cord.

What is the exact mane of the DVI to VGA adapter needed for dell optiplex GX 240?

Sorry, but what do you mean with mane (can't find a correct translation to dutch)

Do you mean advantage, or do you mean what you can do with it?

Normally a DVI to VGA adapter can be used to connect a display with a VGA connector to a DVI port. If you have 2 ports VGA and DVI, maybe you can connect 2 displays to your pc. It's great working with multiple displays, making your desktop twice the size. For example: you can open your mail program in one display and your web browser in the other.
