I clean, defrag the drive, and got rid off all the browser history and cookies.
I also did the Sytem Restore as the gentleman dleemacc suggested.
    The problem remained.
Rebooting the laptop with Rebootable CD also get the same result.
I got the feeling, that the LCD display may not be ready or takes time to get the proper voltage charge/discharge during power up/down sequence.
The machine was brought once to repair shop without success.
    I am still investigating.
Anybody with similar issue please contact me.

It sounds like you might need to free up some space on your hard drive. Delete some of your programs that you don't use anymore. You can do this is by tapping f8 while turning on your laptop. If you can get into safe mode then there is a chance. When the safe mode screen comes up you will need to use the up arrow button to highlight safe mode. You will come to a page that gives you a choice yes for safe mode or no for a system restore.Safe mode is where you want to go.This will only load the core programs, about ten programs.Go to the control panel and remove as many of the programs that you can.Don't remove any thing with Microsoft in the title. As you uninstall you will get more room on your hard drive.Do a disk clean, defragment your hard drive and then you need to get out of safe mode and clean out your browser history, cookies temporary files all of this is under tools in the menu bar. When you get all of that taken care of there is one more thing to do and that is to turn off system restore and turn it back on again. Then create a new restore point. What this dose is erase all of the old restore points.

    Hello,
Please click on start>my computer>left click on c: drive> properties,This will bring up a pie chart of your hard drive. When the pie chart is 3/4 full things start to slow down due to lack of hard drive space. You may need to clean out your registry all so.The software Advanced System Care is from cnet.com (no spy ware)and is rated # one in free utilities.I have used it on win 7 with no problems.Next thing to try is right click on on clear space on your task bar and click on windows tasks manager. Then click on the performance tab and look at the memory box on the bottom. If the activity is 1/2 or more something is hogging your memory and you can find that by clicking on your process tab. There is two more things to try.You don't say what operating system your running,so I'll do Visa and w7 because there the same.Click on start>all programs>Accessories.Look for the run command and click on it.Now type msconfig and hit enter. This will bring up a screen that gives several cool options but the one were interested is is start up.You can clear the programs that aren't necessary for start up.Last but not least you can plug another monitor into the vga port of your laptop.Go to control panel and click on display then click on change display settings. You want display #2.This will shut down the notebook screen and open up the monitor that you plugged in to the vga port. This will test your idea of a slow monitor. Now here is a website that might be of some help to you http://www.pchell.com/

Can I install a new power jack in my Lifebook C2210? The power jack is not expensive.

It's pretty easy but if you don't get all the old solder off right away, you'll have to keep reheating it until it comes off so you can get the new one to fit properly....which can lead to the motherboard becoming de-laminated, which could render it completely useless
