Initially you must be have GPRS settings (packet data settings) and the suitable mobile plan which support GPRS. Most of the mobile operators provide GPRS without subscription fee and charge per KB. If there was no proper settings the above error may occur. Call to the customer care of the mobile they will guide you and provide settings.
You have not provided the network operator name if so it we could have suggested plans .

the one with the "subscribe to packet data first" means that you need to see your service provider. the fact that the other one works does not mean that automatically the other one should also work.
Your service provider may need to sign your other sim card for internet browser first.
just take a trip to your service provider office and things should be ok from there.

How do I subscribe to Packet data and what are the settings ? Is it different from GPRS settings. I can browse but I cant use any applications like Gmaps or Yahoo Go!. The error message says " subscribe to Packet Data first".
please tell me the solution.

Here is the procedure for subscribing to packet data:
Menu--settings--connectivity--packet data--packet data settings--edit active access point--packet data access point. Once you are at this point you will be required to type in a name for your access point: Type in "Internet" and then save your settings and exit back to standby screen.
You should now be able to browse the internet.
