Please make sure that there are no USB falshdrive or external storage device that is connected to your netbook. I'm not sure about your netbook but if it has a CD/DVD drive make sure that there is no disk inside. You can also try to reseat the hard drive to make sure that it is tightly on its place.
If you've done all that and still gives the same error message, I'm sorry to say but it's either your hard drive is busted and you would have to replace it or the boot files of your Operating System (Windows) has been deleted/corrupted and a reinstallation might be needed.
