You may just need to re-PAIR it. You need to press and hold the Pairing button until you get a solid blue light then it is in pairing mode, you can then discover it on your laptop and complete the pairing.

That is a major malfunction of the unit. I believe this unit has a reset button on it, or can be reset from a menu. Try that, does it at least acquire satellites after that? If not there is something major going on.

try to turn on BT on iPad while Logitech is blinking (which means it in pairing mode and can be discovered). If that doesn't help I'd suggest to remove batteries from Logitech for 3-5 minutes then put them back.
