Try to boot to "Safe Mode" by pressing F8, F10..(depending on the laptop model) at the POST screen. If you can type from there, you are a 100% sure that the issue is regarding software. In this case, you can either run a full virus scan, reinstall the OS or perform registry editing.
If you cannot still type in Safe Mode, check if you have a function on your keyboard that enables and disables it. If none then you may need to replace it.
