You've done everything I would have done and more.
How about you installing a DOA duplexer. At this point I would change it again. Is there another printer that you can swap duplexers with?
There is a paper path sensor test (letter H) and manual sensor test . I don't know if the Component test checks the duplexer, but you should be able to find out.
Is the printer still under warranty? Can you call HP or are you an HP tech and you can call 2nd level support.
Just a thought....when you run a Config sheet, does it show the duplexer?

Please ensure the power connector wires for the fuser are routed properly so as not to rub on the aluminum bar that is used during the duplex function.

Iam getting the duplex paper jam error 371 each time i try to print . how do imake the error go. i dont use the duplex at all.

See page 75 of the attached user manual on how to remove a duplex paper jam. If you can't find a paper jam in the duplexer, simply remove the duplex assembly (power off the printer, then power on) and see if that resolves your issue.

(The printer will operate just fine without the duplex assy. installed)

I have a HP Color Laserjet 3600DN. The initial problem was no duplex printing. It wasn't pulling the paper back down. I replaced the duplex transfer belt. No luck. I then replaced the duplex reverse...

I've worked on these printers for years and I never heard of a "duplex transfer belt".
Sounds like you broke a wire or missed plugging in a connector.
Probably a bad Duplex Feed Drive assembly or bad DC Controller.

13.20.00 jam inside the rear bin in a Hp 3005x printer...this is after a new fuser and the formatter board

I experienced also even I replaced new fuser assembly but still the same problem 13.20.00 error rear bin jam, I tried to fix this problem for almost three days by swapping the other spare parts from known good printer then finally found and fixed the problem. discovered that the paper sensor inside the duplexer is broken. I replaced the broken sensor and now the printer is working fine.

Duplexing jams

Some of the rollers inside the printer have becomes slick with paper dust on the surfaces of the rollers. There is a printer cleaner paper available at most office supply stores and online. It is sticky on both sides. You run a sheet through the printer a couple of times and it removes the dust from the rollers. In your case, run the paper through the duplex unit too.
