MMS (Picture messaging) is a service which you must have added to your cellular account. Simply call your cellular provider and ask that MMS be added to your account. (There will be a charge for the service)
If you already have MMS on your account, call your cellular service provider and request Tech Support assistance. They'll trouble shoot the problem and have you up and running in no time. They'll be happy to provide you instructions on how to send and receive MMS (picture messages)
