You don't say which model this is, but it sounds like the F5800 or F5900 series. The most common reason for lack of pick up is that the lid is not fully seated on the dirty water tank. Be sure to hook the two tabs on the front of the lid, and then snap the rear latch into place. Another reason is that the duct on the front of the dirty water tank is missing. The duct may have been removed to install the hose, and was not put back in place. It is a square plastic piece, about the size of a slice of sandwich bread, which slides into the front of the tank. A far less common reason for no pick-up is that the seal that the tank sits on has fallen off the motor cover suction tube. You will see a round tube on the bottom of the dirty water tank. This sits on top of a large rubber seal on the motor cover when the tank is in place. Be sure the seal has not fallen down into the hood.

The dirty water tank will not fill up

Make sure it's putting the right amount of water down. Many machines brought in to my store for repairs are putting down just a small amount but people think its not extracting any when the real problem is not putting out enough water.
If that's not the case make sure there are no clogs or suction leaks anywhere which will greatly reduce water extraction.

Cleaner wont release or **** up water off the floor

There are a few different problems this could be. Usually when someone says it won't extract water off the floor it is because it is not squirting any water. If it is not doing either then you have more than one problem. You can try to pour some water from a cup onto the floor to see if it is extracting water from the carpet. water not squirting could be clogged jets. Look underneath at the red jets and make sure they're not covered with hair or dirt. You can remove and clean them. It could be the pump is not working properly. On some Bissel units the pump has a cogged belt that turns the brushroll. If sometihing gets caught in the brushroll it can strip the teeth off of the pulley on the end of the pump which means you have to buy a whole new pump. Another problem I occasionally see on this unit is the pump gets full of soap suds and will not pump water. Sometimes I can get it working agian by removing the lines and flushing out all the suds.

Loud whining noise generaly indicates motor issues, which also provide suction to extract water from carpet.

It wont extract water

Something is probably clogging up the suction.
Try to snake it out with a coat hanger or similar tool.
Often, especially with shedding pets hair will clog the suction pipes.
Hope this is helpful.

Good Luck!

Wont extract checked the filter, it isnt up all the way, and took apart and didnt find an obstruction

I assume you are talking about no spray. Check the rod inside the handle, amke sure it is moving up and down when you squeeze the trigger, If it is, is water coming out the bottom of the tank when you push in the valve, if it does, then the reservior asm. ( the tank sits on it) maybe bad and will have to be replaced. If yours has a foam filter on the lid of the dirty water tank, make sure there is a 1/4 or so gap from the top of the filter to the top of the tank lid.
