HP dx6120 wont boot from cd rom and I want to install windows in a new haerd drive. Is this a bios problem? How do I deal with it.

Possibly a bios problem if the bios is not set to boot from a cd/dvd.
Press Delete key or F2 as soon as you switch on, or whichever key it needs to get in to the bios. Change the boot option to boot from CD/DVD first. Save settings and exit.

Some computers have a one time boot menu which lets you boot from whichever drive you like just for that time. Usually F11, F12, F2.

I'm trying to help a friend install

After "Fast Boot" has been enabled, you cannot access the BIOS setup during power on . The machine will bypass "Press F2 to access Setup Utiltiy and F12 for Boot Menu" prompt.
This is a bigger issue if the hard drive crashes and access to Windows is not possible OR

Fast Boot can be enabled or disabled in the BIOS setup, or in HW Setup under Windows.
If you have Fast Boot enabled and you want to get into the BIOS setup. Hold down the F2 key, then power on. That will get you into the BIOS setup Utility.
You can disable the Fast Boot Option here. You will need to disable Fast Boot if you want to use the F12 / Boot menu.

No your motherboard is doing just fine. you cannot install OS to your hard disk from another computer that don't have the same spects like yours, The program won't initialize properly, or like what you said it would freeze. The only way fro you to be able to install an OS to your computer is to buy an external usb cd/dvd. If you have one, then we can proceed, enter the bios setup by pressing the delete or f2 key. Then set your settings from boot option ( primary boot ) select or change it by pressing Pg Up or Pg Dn to boot from a usb cd/dvd rom press f10 to save your setting or select save and exit settings. Then press y and press enter. From there your system will automatically boot starting your OS installation setup. Have a nice day friend and i hope this would solve your problem.

Eeepc 1001HA won't boot.

Take the battery out, leave it unplugged for a day or so... usually resets the bios for me. Sometimes though, you might have to manually unplug the cmos battery as well, that involves opening the system.

There is NO reset button, the simple thing to do, is to get a USB, to DVD dongle, hook up a DVD, pop in the DVD supplied, and it will restore itself, from boot up, First you must go into BIOS and set to boot from USB drive, and set to install in menu. then save settings and reboot, then it will boot from DVD and reinstall the OS.
