Hi I will try and help you if i can.
Yes, there will be a resistor pack that controls the speed of the blower motor.
Usually on a 4 speed motor there will be three resistors.
When 4 speed is selected the motor gets full 12volts ( no resistors used )
When 3 speed is selected the motor gets its Voltage via 1 resistor ( reducing the speed )
When 2 speed is selected the motor gets its Voltage via 2 resistors ( reducing speed even more )
When 1 speed is selected the motor gets its Voltage via 3 resistors ( giving the lowest speed ).
Usually when the resistor pack burns out the motor will work but only on no.4 speed which does not use the resistors.
So i think your problem might be the control switch.

No air blowing on any setting out any vent. rear works fine.

You need to replace the blower motor, and maybe the ballast resistor also.

Ballast resistor

If you are talking about the blower motor resistor you can usually find it by looking at the blower motor and back tracing the wires. The resistor is usually mounted in the Firewall area, in the underhood ducts, and has a single electric plug-in. Usually 2 bolts hold the part to the duct. Check the Web for photos of your part.

the fan speed resistor is new
you bench tested the blower motor
12 volts test ..only runs it at full speed
if cabin filer want changed the blower motor would run hotter

could be the motor brushes or bush/motor bearing when slowed
you might want to inspect the brushes and clean the dust out of the motor
if no better
does that have climate control ?
might be the fan switch itself or the earth isnt so good

Mazda bravo 2.5TD blower fan only works on speeds 3 and 4. Is it the resistor or the fan motor

ballast resistor for sure as this lowers out put to blower motor and increases power as your select a faster setting balast resistor shoud be located on motor or near by hope this helps phil

BLOWER MOTOR STOPPED WORKING FUSES GOOD BLOWER WORKS PUTTING POWER TO IT

Blower not working

The blowers fail but so do the blower controller ( ballast resistor) There is a fuse and a relay involved too and the compressior will still work. Blower motor failure is common and likly. with everything on and the cover off the lower dash on the passenger side beat on the motor it may start running again. If it does it could work a long time but ifit happens again you know you need a new motor

CHECK YOUR SWITCH IF YOUR BALLAST RESISTOR IS WORKING OK (MAKE SURE !!!COULD HAVE A BAD ONE ANYWAY) THE SWITCH IS AT FAULT

there is a ballast resistor that should be next to the blower motor that controls the low speeds on the blower. change it and you should be all set.

Heater motor

Have you confirmed there are no blown fuses or tripped circuit breakers?

If you hit the blower box a few times does the motor come on? (If yes, there's a bad connection somewhere).

Have you ruled out a defective head unit?

Have you ruled a defective ballast resistor or resistor block?
