I o magic external dvd burner wont work

i bought an io magic external dvd burner brand new and it wont work. anytime i try to use it to burn read or format or anything it speeds up and i get an error message using vista , windows dvd maker, roxio, or nero that says simply unable to complete task. the burner itself shows the light on and never stops spinning until you eject.the pc shows the drive self installs and allows access to the drive, but it still wont work.
