I bought an io magic external dvd burner brand new and it wont work. anytime i try to use it to burn read or format or anything it speeds up and i get an error message using vista , windows dvd maker, roxio, or nero that says simply unable to complete task. the burner itself shows the light on and never stops spinning until you eject.the pc shows the drive self installs and allows access to the drive, but it still wont work.

Is your DVD drive a Combo DVD ROM and CD Read/writer? If so it cannot burn DVD only reads DVDs and read and burn CDs.
If the program cannot find a DVD burner then either the burning software cannot support that model DVD burner ot the DVD burner is faulty.
To test the DVD burner, remove it and install it into another computer to test the burner to see if is faulty.
This is in no way a proper technical answer, but certain DVD burners like specific brands of media, I have heard this for years and it's true, but you seem to have tried several types of media brands. I would try a -R, from Verbatum, if that doesn't work take it back and try a different model, you have done everything that you are supposed to.I found that the -R works best for me in my desktop and laptop, one is Lightscribe other is not, the -R works best for me.
I think the problem, if its a video dvd you are burning is the read in read out that it cannot finish, so thats either a corrupt video file that cannot be read, as burning is the last thing a writer does after caching the image or you need to try a different brand of dvd.
A tip is also try to burn at a slower speed as sometimes a faster speed results in more dvd glass coasters.
Even if the burner is very quick, I suggest that you don't try and use it at it's maximum speed, but the lowest. Try 4x, and if it gives you DVDs that work, then you can start working upwards if 4x is too slow for you, untill you find the fastest speed that gives you working DVDs. Also shut down all other programs while burning, especialy heavy ones.
