No the broil also heats up,depending on the model you have it could be a problem with the element but if it heats sometimes i don't think it will be the element it could be the thermostat or sensor or a board issue depending on the model you have.you need to get in there with a meter to check out if you're getting 240 volts to the element,the broil element get 120 volts,but the only way to tell is with a meter.if you have fuses in the house instead of breakers check the fuses,you could have a bad fuse and only be getting 120 to the bake element.if you go to remove the element to check it with a meter make sure you kill the power to it or you can damage something else.but checking the elements is a good place to start
after it reached 450 did it work correctly,if you're not sure how the oven is working is to bake cookies and see how they come out,it will take a little time to reach 450 degrees and next time send the brand name and model number so i can help you better.also does the broil element work correctly?turn it on and check that.the top element does come on when baking.
