I'm going to assume (due to lack of camera information) that you are referring to a pocket type point and shoot camera using an SD or similar memory card. These memory cards have a sliding switch in the upper left corner that will lock the card. You need to move this sliding lock towards the top of the card in the direction of the gold contacts. they don't take much to move them slide it to the top and put it back in the camera and all should be well again.
Try pressing the playback button to turn the camera on. This should turn the camera on just so that you can view any pictures stored on the card or internal memory. You can also access the menu functions this way. Also try pressing the picture/shutter button and see if the lens extends. If the camera shuts off when you press the picture button and the lens does not move or only moves a fraction then the problem is probably to do with the lens
you need to initialise the camera. you do this by pressing "initialize" on the screen the "initialize all settings" press "ok" this will restore default settings. it wont erase any pictures stored on the memory. though make sure not to power off whilst doing the above.
Have you checked whether the mode switch (switches between foto, movie or play) is placed in the right position??
The switch is to be found at the upper right side of the phone............
You probably have a memory card in your camera.
Remove it and check for a nearly microscopic slide switch on one edge.
This is a 'protect tab' and will not allow you access to memory unless it is properly set.
Here are some simple things to try first for a camera that won't power on:
