Try reprogramming the remote with the control codes again.

To control a White Westinghouse TV with a One for All URC-3021, follow these steps:

1) Turn on your TV.

2) On the remote, press the TV key once.

3) Press and hold SET until the LED blinks twice, then release SET.

4) Enter the first four-digit code from the following list:

0463, 0623

The LED will blink twice.
If it does not blink twice, go back to step 2 and try the same code again.

5) Aim the remote at the TV and press POWER.
The device should turn off.
If it does not turn off, repeat steps 2 through 5 with the next code in the list.

The LED will blink twice.

5) Aim the remote at the TV and press POWER.

To search for a code for your TV:

1. On the remote control, press TV once.
2. Press and hold SET until the LED blinks twice, then release SET.
3. Enter 9 - 9 - 1.The LED will blink twice.
4. Aim the remote control at the the TV and slowly alternate between pressing POWER and TV. Stop when the TV turns off.
5. To lock in the code, press and hold SET until the LED blinks twice, then release SET.

I had the same problem and i have the same remote and a sylvania TV as well. I used the code 0171 and it worked for me so its worth a shot.
