Separate pump and motor. Remove diffuser. Remove back cover from motor. Motor shaft has either a slot for a screwdriver or a flat area for a wrench. Hold shaft and unscrew impeller.

The power supply powers on even when it doesn't output any voltage, so it's kind of misleading. You should have the power supply checked or you can do it yourself if you have a multi-meter, by measuring the output and making sure there is 24V.

The pool cleaners impeller may be clogged or jammed with debris. Check and clean if necessary. The brush rollers or drive tracks could also be stuck. Check for debris and remove. It is most likely one of these problems if it is shutting off after only seconds of running. If these don't seem to be the problem, I would check your power source.
