Tracfone is not your average carrier. In fact they are not a carrier at all since they contract with well known carriers such as AT&T and Verizon to provide service to Tracfone customers. Tracfone does provide limited services through the internet, very similar to what you could get on other cell phones 10 years ago. Tracfone offers "Information Services" consisting of an internet news service, weather, and sports. They also offer internet ringtones, and graphics. To receive any of these services, you must purchase data services through Tracfone using your talk minutes. One dollar's worth of Tracfone data can be purchased for the equivalent of about 3 to 10 talk minutes, depending on what type of talk card you previously purchased. Even with an "internet" Tracfone model, you still cannot browse standard web sites or even mobile web sites with your Trancfone service.
The i465, like all Boost/Nextel phones is locked down and cannot load these from the web. Sites like boostapps will let you download java programs. If you want to be able to load your own ringtones and wallpapers, you will need a program like Webjal or Myjal to do so.
You might, and I mean might be able to bluetooth them from your computer or another phone, if they are in the correct format (I believe the i465 is 128 x 160 pixels in GIF format).

You must have an internet connection set up in your phone, %95 of ringtone providers send you link to an internet web to be accessed by phone for the requested ringtone, if you do not have internet access in your mobile phone, you're screwed :).
