First go to a computer that you know has conectivity.
In your browser type //192.168.2.1 and hit enter.
Here you should be able to manage the router.
You need to make sure the wifi is enabled.
The easy way, is to run the setup CD. While normally I hate these things, well, normally I hate all things Belkin, they actually have a VERY nice assisted setup CD. People with absolutely no computer skills can manage to set up a router with their setup CD.
Belkin Routers will have wifi disabled out of the box to encourage you to use the setup CD. You have to do one of the things above.
