I have dell inspiron 700m. bought it around 2006, thus, my optical drive doesn't work anymore. about a month ago, after transferring files from my pc to a stick, it suddenly stopped working. it was still on but not responding. what i did was to force-shut down the pc. when i turned it on again, it only reached up to the start up, then it goes off again, then automatically turn on again, repeating the process.. anyway, i run the diagnostics, and it says that partition was missing or so. i wanted to reformat it, but i can't using the cd (no opticaldrive). i am now trying to reformat using usb but i had no success in doing so. hmmm, what do you think is the problem and how may i solve it?

Possible your hard-drive has gone to a better place.
If you have a spare laptop HDD, try swapping it first. It obviously will not boot into Windows, but it may at least let you format and install from a USB stick.

You probably will need to replace the optical drive (CD/DVD drive) in your laptop. Go to Google and search for "Dell Inspirion 6000 CD/DVD drive" to find a replacement.
To be sure it's the CD/DVD drive that's defective and not your operating system software, you could also try to boot from a boot-able DVD disk.

Issue with DVD drive

open registry by clicking start>run> type regedit>press enter.
on registry look for
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}. delete upper and lower filters. restart computer if ok. If not, try to boot from optical drive using bootable CD(like win xp OS CD). if you cannot boot, replace optical drive.
