The only legal download games are in the Playstation Store.
If you are downloaded illegal versions of the PSP games, you need a modified PSP to play them.

If you are attempting to download ROMs to play on emulators, you also need a modified PSP to run the emulator.

You need a pandora battery to modify it and a special memory card with the software you want to put on it. The pandora battery forces the PSP to boot from the memory card.

unless the firmware version is 5.00 or 5.03, you cant. If it is 5.00, upgrade to 5.03. Then use chickHEN to get it modified.

If you mean homebrew/pirated games, there is no hack yet for firmware 6.10
