I recently bought a black and decker 9419 8" Table Saw. Type 2, 7.5A, 120V, 3600RPM and there is no owners manual for it. How do I go contacting black and decker about getting one?

You would be looking for the Model number, not the Serial number. I don't know if that will help you find the right manual. But here's something else -- a table saw is an essential woodworking tool, but without some basic instruction can be VERY dangerous. There are many sources of information about how to safely use a table saw that would all serve your son even better than having the specific user manual. There really is not all that much difference between the basic operation of any of the consumer marketed table-saws anyway.
If it's just the ON/OFF switch on a table saw, you can probably get away with doing a hack job. Remove the broken switch and replace it with any SPST switch you want as long as you have a way of permanently mounting it. An ordinary light switch will work, or you could get a fancy switch that turns by a key.
You should have 2 hand wheels under there, or bolts, loosen them up, tilt the table, all set. Most band saws tilt, even the smallest and the least expensive. Hope this helps.
