Yes, yahoo do block some ID, if you fail to log in for a long period of time. So what you will do is to.
Go to yahoo mail.
Click i can't access my account.
Enter your ID and Password. For identification and Code shown bellow.
Then follow the step you ask to.Your account will be re-activated.

You can block a person's message from getting to you permanently.
First copy the person's email id and Delete the person from your yahoo list

1. Click the "Messenger" menu in Yahoo! Messenger and select "Preferences."

2. Click the "Ignore List" category.

3. Select the option labeled "Ignore only the people below."

4. Click the "Add" button.

5. Enter the Yahoo ID of the contact you want to ignore.

6. Click the "Ignore" button.

7. Click "OK" at the bottom of the window.

This should permanently block the person from sending you message from the ID you added

somebody is trying to hack your password and for security reason yahoo has blocked that just wait for some more days, and try to open only once .if it gets open change all your account setting and remember that. Try to give the alternate email ID for password resetting

yes,if you want to block this mail id,yahoo mail provide you this access,follow the given steps for blocking the mail id,,
open your yahoomail id..
1-Go to the option button (upper right side of mailbox)
2-Chose mail option
3-Chose spam option
4-put the mail id (Which you want to block)in Blocked Email Addresses option.
5-chose save changes (upper left side)

I am Unable to open my yahoo ID i cant try password reset because my alternet id has got blocked and secret question coming very different.. How can i open my yahoo id...your help needed.....

if its truly blocked, you are on a blacklist and Yahoo! Customer Support is the only one who can help. Most likely the problem is just a temporary issue with your id, and you should try 30 min later.

I have used Zak's nobuddy before - it has been updated to work with yahoo's newest protocols.

Test: (A) I have 2 yahoo ID's - I added each to the other:
(B) I use Yahoo Messenger version 9.0.0.2162
(C) I was invisible mode at all times on each ID

1 I then got this zak nobuddy to remove one from the other:
2 It worked (although it left no message - I was simply gone).
3 I then performed the normal add request - this too worked fine and I was added again as soon as ID2 accepted.

You say it's blocked from your contact list:
I would check from messengers menu bar
messenger/ preferences/ ignore list and see if your friends ID is in there.
