The problem is with your memory stick dou that causes your PSP to hang up and reboot. I bet your using a fake memory stick duo and your PSP is not stable. to activate the flash...
restart your psp
until it is fully off, turn it on and hold the right tab button
the m33 recovery menu appeared...
go to registry hacks
and activate the the flash...
press triangle and x
and exit/close the recovery menu...

Well This is a hard one, My guess is that your X circuit is gone or in the good case is broken, I don't think this problem is easy to repair by somone who isn't an Expert.
If I were you I would take it to sombody who knows how to deal with this kind of stuff or to a Sony support

AHH ITS SO effed up i really need help wit it...people told me to format my memory stick which i did and nothing happend EXCEPT everything i worked for GONE (im thinking about just downloading the games) and if you do dont use PSP blender i warn u its a HUGE scam -Partymanjoe
