well ur drive is on offline mode... go to disk management and make it online and assign it a drive letter

u can rescue the data but it wiill cost money to do it.

Solution:
First, disconnect the power cable from the back of the external hard drive:
If the power supply LED continues to blink:

1. Connect the power supply to a different outlet (or instead of connecting to a power strip, connect directly to an outlet in the wall).
   
   
2. If the power supply continues to blink after changing outlets, this indicates that the power supply is defective and needs to be replaced.
   
   
3. If the power supply stays solid, then reconnect to the external hard drive and see if the drive spins.

If nothing is broken inside the harddrive it is possible to retrieve the data, all you need to do is take the hard drive out of its housing and plug it into your dvd drives slots, eg, using the power supply cable and the cable that actually reads the info from the dvd drive. once this is inserted boot up computer and see if your computer reads it. i have personally done this with my broken external and it worked, but note it only seemed to work in the first dvd drive so you may have to unplug your first dvd drive.

Two questions for ya:

A) When you say USB drive, do you mean an external CDROM, DVDROM, or mechanical HARD DRIVE or do you mean a FLASH DRIVE? (see below)

B) When you say "NOT WORKING" do you mean that when you plug it into ANY USB port, you get an error tone; you don't get any response; you see the drivers being loaded, but no drive appears; you see the drive appear, but no files are listed on the drive; or something else?

From these two questions, we will be much more able to help.

NOTE:
External devices that have mechanical moving parts, like CD and DVD drives often require external power sources in order for the drive to function. Even external hard drives can require a separate power source. This is because the small amount of electricity provided by the USB port is not enough to power the motors inside these external devices.

Another type of external storage medium is called a "Flash Drive". It is like a hard drive in so much as it stores data and appears in your explorer/Finder window like a hard drive. However, there are no moving parts, so it never requires an external power source.

If the information on it is worth more than the warranty, or the warranty has expired, then open it up, physically extract the hard drive itself and mount it in a pc as a slave drive. Then you should be able to get your data. Sounds like the power supply in the external drive has gone - please post back if you want us to try and source spares etc Hope this helps :)
