I have a Galaxy mini and have two questions. 1. - the phone had a previous owner and their gmail account is set to the phone. How do I change this? 2. - Apparently it is set to a WiFi network and I cant use the internet without it. I have data usage asttached to my SIM card. This is an activation lock through Google. Basically, the device was factory reset, and there was a PIN or SWIPE lock screen and a Google account on the device when it was factory reset.

As a layer of protection and to ensure the phone is not stolen, it is looking for you to enter the Google account that the device was ORIGINALLY set up with. If you know the Gmail login, but need to reset the password, you will not be able to login to the phone for 72 hours AFTER the password reset.

If you do not know the login, there is no way to bypass this screen. You would need to get the Gmail account information from the original owner.

Try these solutions:
1. Go to settings > accounts > Google > **your email**@gmail.com > Enable Gmail sync
2. Settings > Mobile Data > Gmail > Restrict access disabled

Basically, you just have to log back in to your gmail. Open your Gmail App and login, that should fix it.
