It depends, Toro made 2 cycle and 4 cycle Mowers......Look and see if there is a oil dipstick,If so it is a 4cycle , If no dipstick or plug at crankcase to check oil then it's a 2 cycle

1) has the mower been turned on its side recently?

What type of gas should be used in a toro lawnmower?

It should use regular fuel unless the fuel cap say's Mixed fuel only Or has a pic of a gas pump + an oil drop. The cap on the Left in this picture, Is for mixed fuel = 2 stroke the cap on the right is gasoline only. You may have to zoom in to see the detail of + oil drop

The easy way to find out if the motor is 2 or 4 cycle is to check to see if the engine has oil in the crankcase...if it does it is a 4 cycle and you will NOT have to mix oil with your gas. 2 cycle engines do NOT have an oil in the crancase and depend on the oil you mix with your gasoline.
You can also check the color of the gasoline in the tank, most 2 cycle oils contain a colorant to color the gas to let you know there is oil in the gas...

Your recycler mower is either gas or electric (as you may know). The gas models use straight gasoline. You do not mix oil with the fuel.

Generic brand 32:1

I nww=eed to know the fuel mixture for my homelite gas blower

If you ran plain gas in a 2-cycle engine and it seized... you need to buy a new one. 2-cycle engines depend on oil in the gas for lubrication. If you run straight gas, there is no lubrication, the engines overheats and seizes. The end, unfortunately.

2 stroke gas mixture in 4 stroke lawnmower

Your carburetor jet is probably clogged with oil. Try an additive in the gasoline -- something for cleaning injectors -- it will only require a small amount -- use the same ratio as described on the label.

You'll have to keep starting the engine to get the cleaner into the carburetor. After you've done this several dozen times, let it sit for a day.

If this doesn't clean it out, you'll need to take the carburetor apart and clean it.
